While it doesn't have the flexibility that protestant offers, it has some pretty good bonuses like -2 unrest (protestant only has -1) or +10% morale (5% for protestant). +2 Tolerance of Heretics is very useful for the reformation and means you don't have to convert heretic provinces.

But that reform is only available from Rigan missions.
