So, I went to play gmod again after awhile and I hopped into a vehicle and when I pressed ctrl nothing happened and I couldn't go into thirdperson. After that when I was playing with my friend one time, I went to emote but the camera stayed in a fixed place and would not go into thirdperson like it usually would of.
