From there it should hold pressure and the pump should run while cranking to keep pressure to the system. If turned off and back on soon after the pump will not run if the pressure is still there.

I would try replaceing fuel hoses.The inside of the hose may have colasped blocking fuel flow. There could also be something inside the tank blocking flow or caught in the shut off valve. You might have to empty tank,remove,turn upside down & blow it out.
