Pick up the emissary quest, drop merchant emissary, re-raise, start a new lost shipment, repeat. If the lost shipment voyage doesn't get you grade 5 (a max-level Lost Shipment will, but I don't know about lower ones), then don't sell all of the commodities; save some to sell after you re-raise emissary, to get a level or two.
