That seems a lot more useful than an MOA reduction... It makes sense that as your PMC continues to use a particular weapon, they would become more knowledgeable about it. With that knowledge your PMC should have a better understanding on how to repair/ modify that particular weapon. So as your weapon level increases, it could give you a greater chance to get an enhancement when repairing.The Elite Skill text doesn't actually apply.
