I am new to pc building and built my pc not too long ago. I noticed that the i7-9700k is able to turbo boost up to 4.9 ghz but I noticed that my speeds stay at 3.8 ghz in task manager as well as hwmonitor. However, when I restart my pc or boot it up, it seems to be able to reach speeds around 4.1 ghz before going back down to 3.8 ghz again.
